Today, the amendments made by the EEC Council to the Lists of Developing and Least Developed countries - users of the unified system of tariff preferences of the EAEU come into effect, now the Lists of countries – users of the unified system of tariff preferences of the EAEU are significantly reduced. 75 States are excluded from the List of Developing Countries, and 2 States are excluded from the List of Least Developed Countries. The EEC Council revised the system of granting tariff preferences for developing and least developed countries in accordance with Article 45 of the EAEU Treaty of 29.05.2014. From October 12, 2021, the Decision of the EEC Council of 05.03.2021 N 17 "On Amendments to the Decision of the CU Commission of 27.11.2009 N 130" comes into effect. The list of developing countries has been reduced from 103 positions to 29. At the same time, 75 states are excluded from the list, including such major trading partners of the Russian Federation in foreign trade turnover as the People's Republic of China, the Republic of Korea and the Socialist Republic of Vietnam. The Republic of Vanuatu, transferred to this list from the List of Least Developed Countries, is added to the remaining 28 States. The list of least developed countries has been reduced by only two positions: the Republic of Vanuatu has been excluded (moved to the list of developing countries) and the Republic of Equatorial Guinea. Previously, the lists of countries - users of the unified system of tariff preferences of the EAEU included 103 developing countries and 50 least developed countries.

Republic of South SudanReference. The list of developing countries includes countries that are not classified by the World Bank as upper-middle-income countries, as well as high-income countries. The list of least developed countries includes countries included in the UN List of Least Developed countries. The conditions for inclusion of states in the Lists of developing or least developed countries or exclusion from them are listed in the Decision of the EEC Council dated 06.04.2016 N 47 "On approval of the Regulations on the conditions and procedure for the application of the Unified system of tariff preferences of the EAEU". The revision of the unified system of tariff preferences of the EAEU, including amendments to the Lists of developing and least Developed countries, as well as the list of preferential goods, is carried out by the Eurasian Economic Commission (EEC) of the EAEU on the basis of monitoring conducted at least once every 3 years. In accordance with Article 36 of the EAEU Treaty dated 29.05.2014. In order to promote the economic development of developing and least developed countries, the EAEU may provide tariff preferences for goods originating from developing and (or) least developed countries - users of the unified system of tariff preferences of the EAEU. Preferential goods imported into the customs territory of the EAEU originating from developing countries included in the List are subject to import customs duty rates in the amount of 75% of the rates of import customs duties of the Unified Customs Tariff (ETT) of the EAEU. In respect of preferential goods imported into the customs territory of the EAEU originating from the least developed countries included in the List, zero rates of import customs duties ETT of the EAEU are applied.
