 Resolution of the Government of the Russian Federation No. 1173 of 20.07.2023 "On Amendments to Certain Acts of the Government of the Russian Federation" was published on the Internet portal of legal Information on July 26 and will come into effect on August 1 (after 7 days).

 Amendments are being made to the Decree of the Government of the Russian Federation dated 07.12.2022 N 2240 "On approval of import customs duty rates for certain goods, the country of origin of which are States and Territories taking measures that violate the economic interests of the Russian Federation". 

 The list of import customs duty rates for certain goods, the country of origin of which are States and territories taking measures that violate the economic interests of the Russian Federation, is supplemented by a number of commodity items.

 - The rates of import duties in relation to these goods are different from those established by the unified Customs Tariff of the EAEU: The rates of import customs duties on imported grape wines from unfriendly countries are increased from 12.5% to 20% (but not less than $ 1.5 per liter) (2204 10, 2204 21, 2204 22, 2204 29, 2205). 

 - With respect to glycerin, import customs duties are increased from 5% to 35% (2905 45 000 9).- Import customs duties on construction parts made of plastics classified by HS code 3925 90 800 1 are increased from 6.5% to 35%. 

 - Import customs duties on glued plywood, veneered panels and similar laminated wood 4412 increase to 50% regardless of the type of wood. 

 In addition, amendments are being made to the Decree of the Government of the Russian Federation of 07.08.2014 N 778 "On measures to implement Decrees of the President of the Russian Federation of August 6, 2014 N 560, of June 24, 2015 N 320, of June 29, 2016 N 305, of June 30, 2017 N 293, of July 12, 2018 No. 420, No. 293 of June 24, 2019, No. 730 of November 21, 2020, No. 534 of September 20, 2021 and No. 725 of October 11, 2022".A ban is imposed on the import into Russia of ready-made or canned fish, sturgeon caviar and its substitutes (1604), as well as ready-made and canned crustaceans, mrolbsks and other invertebrates (1605) originating from unfriendly countries.

The lists of countries with tariff preferences of the EAEU have been significantly reduced

 Today, the amendments made by the EEC Council to the Lists of Developing and Least Developed countries - users of the unified system of tariff preferences of the EAEU come into effect, now the Lists of countries – users of the unified system of tariff preferences of the EAEU are significantly reduced. 75 States are excluded from the List of Developing Countries, and 2 States are excluded from the List of Least Developed Countries. The EEC Council revised the system of granting tariff preferences for developing and least developed countries in accordance with Article 45 of the EAEU Treaty of 29.05.2014. From October 12, 2021, the Decision of the EEC Council of 05.03.2021 N 17 "On Amendments to the Decision of the CU Commission of 27.11.2009 N 130" comes into effect. The list of developing countries has been reduced from 103 positions to 29. At the same time, 75 states are excluded from the list, including such major trading partners of the Russian Federation in foreign trade turnover as the People's Republic of China, the Republic of Korea and the Socialist Republic of Vietnam. The Republic of Vanuatu, transferred to this list from the List of Least Developed Countries, is added to the remaining 28 States. Turkey has sent to Russia the first freight train with its goods

 The first freight train with export goods from Turkey was sent to Moscow from Ankara on Friday, the republic's transport and infrastructure ministry said."The first freight train departed for Moscow from Turkey at 10.00 (coinciding with Moscow time) from the Ankara railway station. The route will pass along the Kars-Tbilisi-Baku railway line. It includes 15 wagons with containers, which contain 3321 Turkish-made household appliances," - the message says.It is noted that the train will pass through the territory of Georgia and Azerbaijan, the total length of the route will be 4,650 kilometers. The train is expected to arrive at the Vorsino terminal and logistics center in the Kaluga Region in eight days."Delivery of goods by rail will significantly reduce logistics costs and time," the ministry said.The Baku-Tbilisi-Kars railway was built on the basis of the Azerbaijani-Georgian-Turkish interstate agreement and opened in October 2017.In May 2019, the heads of the railway companies of Russia, Turkey and Azerbaijan signed a trilateral memorandum of cooperation in the development of railway transportation.   The technical regulation of the TR EAEU (TR CU) 037/2016 restricts the use of hazardous substances invarious electrical products. It entered into force on March 1, 2018. However, the transition period lasts fortwo years, during which the submission of documents on confirmation of conformity is not mandatory.That is, from March 1, customs will cease to let goods into Russia without this technical regulation. AndRospotrebnadzor will go shopping and demand to present a declaration of conformity for goods onshelves, even imported earlier than March 1.

 Ground path: This means that a citizen personally imports goods into the country, for example, by train,car, bicycle. Accordingly, in 2020 it is possible to import goods worth up to 500 euros and weighing nomore than 25 kg without duty. 

 Online way: And finally, the way in which a citizen orders goods for personal use, delivered from abroadin international mail or by carrier. From January 1, 2020, the duty-free limit for such deliveries will be200 euros or 31 kg per parcel.It should be noted that the weight and cost of each individual parcel will be considered without taking intoaccount the frequency of movement of goods and the principle of calculation will change! -In 2019, the duty is calculated from all goods ordered within a calendar month. Moreover, the fee isconsidered on the date of arrival of the parcel at customs. From 2020, the limit will be calculated for eachparcel separately.

 - If in 2019 the limit for parcels from abroad is 500 euros per month, then in 2020 it will be 200 euros perparcel. It will become more profitable to order a lot of goods up to 200 euros.

 - In 2019, a fee of 30% is charged for exceeding the limit of 500 euros. Since 2020, the amount ofcustoms duty will decrease to 15%. Thus, large purchases of more than 800 euros will be more profitableto make in 2020.

 - In 2019, the duty-free weight limit is 31 kg. If the limit is exceeded, a fee of 30% is charged, but not lessthan € 4 per kg. In 2020, the weight limit remains unchanged at 31 kg.
