Transitional provisions have been established for certain requirements of technical regulations on the safety of packaged drinking water and on perfumery and cosmetic productsThe Board of the Eurasian Economic Commission approved the procedure for putting into effect certain requirements of the technical regulations of the Union "On the safety of packaged drinking water, including natural mineral water".Transitional provisions have been established, according to which, until December 31, 2022, documents on state registration for products for which previously adopted requirements come into force from January 1, 2022*. This will ensure a smooth transition of manufacturers to new requirements. At the same time, until December 31, 2022, only research (testing) protocols of these products for compliance with new requirements are used for the reissue of state registration documents, without providing research results in full, provided for by the technical regulations. The deadline is also set – December 31, 2022, before which the production and release into circulation of packaged drinking water is allowed without taking into account such requirements – as it was produced before the inclusion of test methods in the lists. The circulation of such products is allowed during the expiration date established by its manufacturer. The reissue of declarations of conformity is not required, since in accordance with the "horizontal" technical regulations "On Food Safety", when changing mandatory requirements, evidentiary materials (test reports, etc.) must be changed in terms of confirming compliance with such requirements, while the adoption of a new declaration of conformity is not required (part 11 of Article 23 of the technical regulations). In addition, the Board of the Eurasian Economic Commission clarified the procedure for the introduction of amendments to the technical regulations "On the safety of perfumery and cosmetic products".Now it is provided that when replacing documents on the state registration of perfumery and cosmetic products that were issued before the entry into force of these changes, that is, until May 5, 2020, in cases provided for in paragraph 251 of the Rules for issuing a certificate of state registration of products, for example, when typos are detected or addresses are changed, such documents are valid until May 5, 2023 inclusive.Press Service of the EEC
